State-making and region-building: the interplay of domestic and regional security in the Middle East

In his contribution to this collection, Keith Krause discusses the link between state-formation processes and regional security-building. In doing so, he draws attention to a specific, domestic, aspect of the process of regional community-building: the role of ideas about, institutions of, and instruments of organized violence in social, political and economic life. According to Krause, focusing on the role of institutions of organized violence in structuring and influencing the basic choices for security policy might allow a better evaluation of the prospects for constructing a regional security order.     

Attitude,Aptitude, and Testing in the Efficient Mobilization of Military Manpower

Militaries commonly require recruits to pass a test that measures aptitude for military service. In this paper, we show that such tests may also act as a device for screening out low-motivation recruits, even if it is assumed that motivation is not measured by such tests and is not correlated with aptitude.     

Cyclic preference scheduling for nurses using branch and price

This paper presents a new methodology to solve the cyclic preference scheduling problem for hourly workers. The focus is on nurse rostering but is applicable to any organization in which the midterm scheduling decision must take into account a complex of legal, institutional, and preferential constraints. The objective is to strike a balance between satisfying individual preferences and minimizing personnel costs. The common practice is to consider each planning period independently and to generate new rosters at the beginning of each. To reduce some of the instability in the process, there is a growing trend toward cyclic schedules, which are easier to manage and are generally perceived to be more equitable. To address this problem, a new integer programming model is presented that combines the elements of both cyclic and preference scheduling. To find solutions, a branch‐and‐price algorithm is developed that makes use of several branching rules and an extremely effective rounding heuristic. A unique feature of the formulation is that the master problem contains integer rather than binary variables. Computational results are reported for problem instances with up to 200 nurses. Most were solved within 10 minutes and many within 3 minutes when a double aggregation approach was applicable. © 2006 Wiley Periodicals, Inc. Naval Research Logistics, 2007.     

An assessment of the ‘democratic’ coup theory

The Egyptian military's unconstitutional removal of President Mohamed Morsi has reignited a debate regarding the theory of the ‘democratic coup’. Though coups are almost invariably condemned, many political observers and a few scholars have recently argued that coups can act as catalysts for democratisation. This paper empirically assesses the democratic coup hypothesis for Africa. Multivariate analyses from 1952 to 2012 suggest that coups statistically improve a country's democratisation prospects. Extensions of the model show that coups appear to be likely precursors for democratisation in staunchly authoritarian regimes and have become less likely to end democracy over time, and that their positive influence has strengthened since the end of the Cold War. As of 2012, countries that have experienced a recent coup are expected to be four times more likely to witness a democratic transition than those that have remained coup-free.     

TAX EFFICIENCY AND QUALITY/QUANTITY TRADE‐OFFS IN DEFENSE PROCUREMENT*

In this article the effect of defense spending on aggregate output is discussed. Recent publications in this area are reviewed and new additional evidence is provided. The findings presented in this paper are supportive of the positive effect of defense spending. However, in light of the contrary evidence presented in other papers, empirical evidence taken as a whole, suggests that a definitive conclusion about the effect of defense spending at this time should be avoided.
